Democracy Forum in Africa Brings Civil Society Together in Washington

On May 29–30, 2026, the TODOS Movement organized the International Forum on the Rule of Law and Democratic Governance in Africa at the Royal Sonesta Washington DC Hotel, bringing together civil society representatives, academics, legal experts, political leaders, governance specialists, and international partners to discuss the challenges and opportunities for strengthening democracy, human rights, and democratic institutions across the African continent.

The TODOS Movement, led by Nelson Adelino Dembo, widely known as Gangsta, has distinguished itself by promoting civic and political dialogue on the key challenges Angola faces in governance, citizen participation, social justice, and democratic development. The organization of this international forum reflected the movement’s commitment to defending the rule of law and building a freer, more participatory, and inclusive society.

Organized in partnership with civil society organizations and international institutions committed to promoting good governance, human rights, and stronger democratic institutions, the forum served as an important platform for dialogue on the challenges that continue to affect democratic consolidation in Africa. Key topics included government transparency, citizen participation, electoral integrity, judicial independence, and the protection of fundamental freedoms.

Throughout the two-day event, participants examined issues related to democratic governance, human rights, press freedom, the role of civil society, the separation of powers, and the institutional reforms needed to strengthen the rule of law. The discussions provided an opportunity for exchanging experiences among different African countries and international partners, reinforcing the importance of regional cooperation in promoting democracy.

One of the forum’s most significant sessions focused on Electoral Governance and Transparency in Africa, addressing challenges related to the credibility of electoral processes, the role of electoral commissions, international election observation, and strategies for ensuring free, fair, and transparent elections. The panel also included an in-depth discussion of Angola’s political context and the challenges associated with the country’s general elections scheduled for 2027.

The event concluded with a roundtable on national dialogue and institutional cooperation, followed by the presentation and adoption of a final declaration containing recommendations and commitments aimed at strengthening democracy, good governance, and the rule of law throughout Africa.

In-Person and Virtual Participation

To broaden citizen participation, the leadership of the TODOS Movement provided a live broadcast of the event through the movement’s digital platforms and the Gangsta 77 pages, allowing thousands of people from around the world to follow the discussions and presentations.

According to the organizers, this initiative sought to ensure greater inclusion and participation by citizens committed to defending democracy, freedom, justice, human rights, and the dignity of African peoples.

Democracy, Political Alternation, and Angola’s Future

The forum took place at a particularly important moment for Angola and the African continent. After decades of uninterrupted rule by the same political party, many citizens believe that democratic alternation offers an opportunity to revitalize public institutions, strengthen accountability, and renew public confidence in the political system.

Political alternation is a fundamental principle of consolidated democracies. More than simply changing governments, it reflects the ability of democratic institutions to function independently, ensuring that political power remains accountable to citizens. For many participants, strengthening democracy in Angola will depend on the existence of strong institutions, credible elections, freedom of expression, and an active and engaged citizenry.

At a time when many African countries continue to face challenges related to governance, transparency, and democratic consolidation, the International Forum on the Rule of Law and Democratic Governance in Africa established itself as an important platform for reflection, exchange of experiences, and the development of concrete proposals to strengthen democratic institutions and citizen participation across the continent.
